74-Year-Old Jailed Over Sewer Bill

CHARLEROI, Pennsylvania - A 74-year-old Charleroi woman who spent a night in jail over overdue fees from late sewer bills was in court on Thursday.
Darlene Pennline was sent to the Washington County Correctional Facility after she missed a payment of overdue fines for her sewer bill.
Her original bill was $200, but the borough levied $1,300 in fines after she paid late. A judge ordered Pennline to be released from jail after one day.
"My Social Security comes the third Wednesday of the month. I was late several times. I don't deny that. But I have never missed a payment," Pennline said Thursday.
Pennline's attorney said his client always paid the bill, but said her Social Security check didn't come until after the sewer bill was due.
At Thursday's hearing, Pennline's fines were reduced to $500 -- including a $40 credit for spending one night in jail.
